With the assassination of President Kennedy in 1963, the Franklin series came to an abrupt end. Over 3 million Franklin Half proof sets were minted in 1963 during the final year. Milk spots tend to be a problem with this coin, but not this one! I sent this is for a regrade to try to get a PF68 or a PF69 but NGC agreed this was a PF68 and the grade held. There is the tiniest spot of the left of Franklin's hair and it's very hard to see with the naked eye.

This is the reason the PF68 grade holds. Many of these coins were melted for their silver content during the silver boom of 1980, but there are still some great specimens to be found. This coin is of one of the higher grades you can own for this year in a ultra cameo proof. Let me know if you have any questions.
